WESPaC Mix Factor Report (Annual Changes)

Change:

The Mix Factor Report was modified to incorporate relevant annual changes per the OSPI 2011-12 Personnel Reporting Instructions.

 

The following is a summary of the changes for the 2011-2012 school year:

  • Derived Base (District’s Base Salary) = $33,401.

  • Data in the K-12 Column includes assignments for programs 01, 02, 31, 34, 45, or 97 (basic education).

K-12 Column Grade Code = K, E, F, M, or H (P is not valid for basic education programs 01, 02, 31, 34, 45, or 97 per 2011-2012 S-275 Personnel Reporting Instructions).

  • K-6 Column Grade Code = K, E, or F.

  • For assignments that require Grade Code:

If Grade is blank (not found) or not a valid code (P, K, E, F, M, or H), then display error message on exception report that includes the position description. Example: Error – Invalid Grade From code missing for ‘description of position code’ position.

Implementation Note:

In June 2011, WSIPC released the following updates to the Mix Factor report in accordance with OSPI correspondence:

 

Per OSPI, Programs 31, 34, and 45 are to be reported under the Vocational column for 2011-2012.  The Mix Factor Report was modified to comply with recent budget legislation as follows:

If the selected Plan Year is 2010 or earlier, only Program 31 will be reported under the Vocational column.  If the selected Plan Year is 2011 or later, Programs 31, 34, and 45 will be reported under the Vocational column.

Previously, only Program 31 was reported under the Vocational column regardless of selected Plan Year.

Change:

The Mix Factor Report was modified to allow calculation of experience and education for any time period, regardless of the plan year. This will provide districts with an automated means to verify placement on the salary schedule.  Previously, the districts had no means to accomplish this since they had not been updating placement trackers due to pending legislative decisions.

WESPaC Mix Factor Report (Report Specifications)

Change:

The Mix Factor Report was modified to properly display the name of the Factor table, currently “LEAP DOCUMENT 1”, on the Report Specifications page. In the past, the name of the Factor table has been displayed on the Report Specification page.  However, in a prior release, the Factor table name ceased to be displayed on the Report Specifications page even though it was properly displayed in the body of the Mix Factor Report.

Change:

The following is a summary of the changes for the 2010-2011 school year:

  • Derived Base (District’s Base Salary) = $34,048.

  • Data in the K-12 Column now includes assignments for programs 02 and 34 (basic education).
    K-12 Column Grade Code = K, E, F, M, or S (P is not valid for basic education programs 01, 02, 31, 34, 45, or 97 per 2010-2011 S-275 Personnel Reporting Instructions).

  • K-4 Column Grade Code = K, E, or F.

  • Data in the Special Education Column is for assignments in program 21 only for which a valid grade code is now required.  Per 2010-2011 S-275 Personnel Reporting Instructions, grade group should be reported with all special education certificated Instructional staff, CIS in program 21, with duty suffix 0. Special education certificated instructional staff are those with base contract assignments in program 21 and in duty roots 31 through 33, 40 through 49, or 63 through 64 with suffix 0. If Grade From is blank or not a valid code (P, K, E, F, M, or S), then an error message will display on the exception report that includes the position description.  

  • All Other Programs column now excludes programs 02, 34, 43 and 59 (all programs not = 01, 02, 21, 26, 31, 34, 43, 45, 56, 59, or 97).  State Institutions, Programs 26, 43, 56, and 59 are not being reported and are not included in the all other programs column or the District Average Staff Mix Factor.

Change:

The Mix Factor report was modified to correct an experience rounding issue.  Previously, the number of years of experience was calculated using only one decimal place rather than two which affected the rounding.  For instance, if the SPI In-State experience was 12.53 and the SPI Out-of-State experience was 1.92, the In-State experience was rounded to 12.5 and the Out-of-State experience was rounded to 1.9 totaling 14.4 which was then rounded down to 14 to determine the LEAP salary placement causing an out-of-compliance message on the Mix Factor Report.  The modification changed the calculation so the total of In-State and Out-of-State experience, in this case, will be 14.45 which will be rounded to 14.5 as reported on the S-275 Report and then finally rounded up to 15 to determine the LEAP salary placement.

Change:

The Mix Factor Report and the Mix Factor Report Parameters screen were updated to reflect LEAP Factor Table name changes.  The Mix Factor Report Parameters screen was modified to display one default Factor Table of “LEAP Document 1,” reflecting the recent name change from “1Sb”.  The 1S and 1Sa factor tables were removed and the description for Matrix Code, “LEAP1sb,” was changed to “LEAP DOCUMENT 1” via a data manipulation.
