The Generate Plan Detail will now run when an S-275 report template is printed directly from the template browse screen. Generate Plan Detail is required to run if changes have been made to the Salary Negotiations Plan and "Create the Transmittal File” or "Final Transmittal for Fiscal Year” have been selected on the S-275 report template.

Reason:

In some cases, the Generate Plan Detail was not required to run before generating the S-275 transmittal file.

  1. All plan records will be shown based on the number of browse rows defined for display by the user.

  3. The screen now allows look up by Plan Description.  

Reason:

The Plan Selection Screen did not display all records on the screen.  Additionally, the values in the Plan Selection screen could not be exported to Excel and lookup was by Plan Number.

  1. If an employee had Assignment Breakdown records with small Percentage split values, the internal mathematical rounding would produce Warning 52 even though the annualized assignment salary was less than $70,000.00 warning limit.

  2. Warning 52 was not generated for certificated staff with a duty code in the 300 range with annualized assignment salary greater than $70,000.00.

One of the following is true:

  1. A grade group code other than a blank, P, K, E, F, M, or H has been used.

  2. The duty code is 320, secondary teacher, and the grade group is reported as P, K, E, or F which are elementary level grade groups.

  3. The assignment is a basic education certificated instructional assignment and the grade group reported is P. There is no preschool in basic education programs 01, 02, 31, 34, 45, and 97. The accounting manual for school districts permits preschool in programs 11, 14, 21, 24, 29, 51, 58, 69, 79, 88, and 89.

 

Note:  

Per OSPI S-275 Personnel Report Instructions For 2011-2012:

 

F  = An assignment with elementary Grades 4, 5, or 6 students of an assignment with ungraded students aged 9, 10, 11.

 

M = An assignment with middle school Grades 7 or 8 students or an assignment with ungraded students aged 12 or 13.

 

H = An assignment with high school Grades 9, 10, 11, or 12 students or an assignment with ungraded students aged 14 through 20.

 

Remember that the Breakdown Mass Change Utility can be used to update the Grade Code:

Implementation Note:

WSIPC released the following S-275 updates in February 2011 per OSPI:

  • The S-275 Report was modified to generate Error 70, Incorrect Grade Group for Assignment, if Grade Group is "P" and Program Code is anything other than 11, 14, 21, 24, 29, 51, 58, 69, 79, 88, or 89.  According to the S-275 Personnel Reporting Handbook and OSPI personnel, the accounting manual for school districts permits preschool only in programs 11, 14, 21, 24, 29, 51, 58, 69, 79, 88, and 89.  Programs 11, 51, 58, 69 and 79 were previously omitted from this list.

  • The S-275 Report was modified to update the validation for Warning 7, Invalid Certificate Number, to accept 'permanent temporary’ certificate numbers which begin with '99’ and consist of 6 or 7 digits.  Per OSPI, 'permanent temporary’ certificate numbers are now 7 digits in length.  However, there may still be some residual certificate numbers that are only 6 digits in length.

 

WSIPC released the following changes in March 2011 (made according to OSPI Bulletin NO. 004-11 and School District Accounting Manual Revisions for 2011-12):

  • Deleted Program 63 Promoting Academic Success

  • Added Activity code 31 Instructional Professional Development

  • Added Activity code 32 Instructional Technology

  • Added Activity 31 and Activity 32 to all programs except 97, 98, and 99.

  • Warning 2, Birth Date Questionable

New values:

Report year minus the birth year entered is < 18 (was 19) or > 77.

WESPaC S-275 (Preliminary S-275 with new Ethnicity\Federal Race fields)

Change:

The S-275 Report and Transmittal File have been modified to include the new Ethnicity and Federal Race fields required for federal and state reporting.  This is a temporary version of the S-275 Report and Transmittal File developed specifically to help clients identify those employees with missing race codes and assist in the timely submission of the initial transmittal. Although the transmittal has been updated to include the new fields, in keeping with the annual S-275 process to prevent premature submission of incomplete or inaccurate files, transmittal files should not be created until after the 2010-2011 S-275 Personnel Reporting Instructions are published and the annual changes are made and released to production.    The modifications for this temporary version are:

 

New Errors\Warnings:

  •  Error 4 &endash; Required Race is Missing: No Federal Race Code

Error 4 occurs when Ethnicity = N and there is no federal race code checked for the employee.  

 

  •  Warning 4 &endash; Required Race is Missing:  No Federal Race Code with Hispanic Ethnicity.

Warning 4 occurs when Ethnicity = Y and there is no federal race code. A missing federal race code when ethnicity = Y will not cause the transmittal file to be rejected, but OSPI will consider this condition an error.  The warning will be changed to an error in a later release before the final submissions are due in December.

 

Record 315 format changes:

  •  Reduce the length of the Middle Name data field from 12 to 11 characters.

  •  Change the Ethnic data field to be the response to the Ethnic Hispanic\Latino question with a "Y" or "N" value.

  •  Add a new character field for Race.  The Race data field is 5 characters in length to report the following 1-5 race categories:

I - American Indian or Alaska Native

A - Asian

B - Black\African American

P - Hawaiian\Pacific Islander

W - White

1 to all 5 race codes can be reported (i.e. W, or BI, or PABWI, or any combination).

The error\warning messages at the end of S-275 Personnel Report were modified.  In order to make identifying and correcting errors easier, there are now 3 messages. One message identifies the number of employees edited, one message identifies the number of SPI edit errors, and one message identifies the number of formatting errors due to missing values or over-sized data.  Also, the S-275 Report was modified so the footer "SPI edit errors exist" prints only if SPI edit errors exist.  Previously, if SPI errors were ever encountered when running the report, the footer continued to print on subsequent runs, even if all the errors had been corrected.

The SPI S-275 Edit Journal was modified to suppress Warning 48 &endash; Excessive Assignment Hours Per Year when hours exist on assignments with suffixes 1 or 3.  The Data Validation Report was also modified to eliminate the S-275 warning generated when there are hours on assignments with duty code suffixes of 1 or 3.

Implementation Notes:

Clients should note the loss of visibility on the S-275 and Data Validation Reports of any hours that do exist on suffix 1 and 3 assignments.  Therefore, clients may need to find an alternate means of viewing hours on suffix 1 and 3 assignments for verification of appropriate duty code suffix and confirmation that the hours should be suppressed.

Each time the data extract file is generated, the file name will be APP<ccddd>D<yymmdd>T<hhmmss>C.DAT where <ccddd> is the county district code, <yymmdd> is the year, month, and day of creation, <hhmmss> is the time of creation, and C represents a complete extract file as opposed to a partial or update extract file. This is the name the OSPI system expects.  For example, a transmittal file for Bethel School District, County and District # 27403, created on October 21, 2008 at 2:16 PM would be named: APP27403D081021T141626C.DAT.  Because the extract file is now effectively time-stamped, previously generated extract files will not be replaced. When the transmittal process detects the APP<ccddd>D<yymmdd>T<hhmmss>C.DAT file in the export\Fin_Sec directory, a copy is forwarded to OSPI and then the original APP<ccddd>D<yymmdd>T<hhmmss>C.DAT file in the export\Fin_Sec directory is renamed to APP<ccddd>D<yymmdd>T<hhmmss>C.TXT to avoid multiple transmittals of the same file.

The S-275 Edit Journal Report has been changed to display errors first, then warnings. The Summary information on number of employees edited and number of employees with errors now appears at the beginning of the report. A message box displays to notify the user when edit errors exist and the transmittal file is not created.

Reason:

Provide additional notification that errors exist, which prevent the creation of the transmittal file and simplify identification of the employees with errors.
