Change:

1. Allow Program/Activity/Duty Code combinations for Program 03: Basic Education-Dropout   

    Re-engagement.

a. The allowable Activities are 21, 22, 23, 24, 25, 26, 27, 28, 31, 32, 33 and 72. Refer to the  

    S-275 Personnel Reporting Handbook for allowable duty codes.

2. Allow Program/Activity/Duty Code combinations for Activity 33: Curriculum.

a. All Program Codes are allowed except Programs 97, 98 and 99.  

b. Allowable Duty Codes are; 12x, 13x, 25x, 31x, 32x, 33x, 40x, 49x, 52x, 610, 611, 630, 640,

    94y, 96y, 97y, 98y, 99y, 900 and 903

3. Updated Grade group combinations required for 2014-15:

a. Grade Group Codes 1-6 for Duty Roots 31-33, 52 and 63. Grade Group Code E is no   

     longer acceptable.

b. Grade Group Code E for Duty Roots 40-49 and 64. Grade Group Code F is no longer

    acceptable.

4. Updated Error 70 - Incorrect Grade Group for Assignment in regards to the required Grade

     Group Combinations for 2014-15.

5. Updated Warning 51 - Annualized Salary Appears Too Small

a. Updated the annualized classified duty assignment salary if less than $19,386 annually

    and $9.32 hourly.

6. Updated Error 50 - Assignment Salary = 0. This error only applies to certificated assignments

     with duty code suffix 0.

7. Updated Data Validation Warning: Suffix 0 found for add-on dollars. The warning will

     generate when the Add-on suffix does not match the Assignment Breakdown group/duty

     suffix.

Feature:

Average Hours Worked Report (Affordable Care Act)

Change:

The Skyward Average Hours Worked report was modified to use the Washington Hours Worked field.

Reason:

Washington does not use the Skyward Hours Worked field.

Note: Washington districts do not need to change configuration for the report to run accurately.

The OIC Extract (IT) has been changed to correctly populate the plan code, tier and premium values when the employee has multiple deduction and benefit codes on the paycheck(s).

Reason:

Previously plan code, tier and premium values were incorrect in some cases.

Change:

  1.  The OIC Extract template (non-IT) has been changed to allow edit and delete of Deduction/Benefit Information when more than 10 deduction and benefit code entries exist within a Medical Plan.

  2.  The OIC Extract (non-IT) has been changed to correctly populate the plan code, tier and premium values when the employee has multiple deduction and benefit codes on the paycheck(s).

Reason:

  1.  Previously deduction and benefit code entries in excess of 10 could not be edited or deleted.

  2.  Previously plan code, tier and premium values were incorrect in some cases.

The OIC Extract has been changed to correctly extract the deduction and benefit amounts when the deduction and benefit codes are different for both the IT and non-IT version of the extract.

Reason:

Previously one of the amounts would not be extracted when the deduction and benefit codes were not equal.

The OIC Extract template has been changed to no longer require vendors be selected in the Vendor Payments area.  This applies to both the HCA Carveout and Supplemental Vendor Selection area and Medical, Dental, Vision Vendor Selection area.

Reason:

Previously the extract required at least one vendor be selected in each area.

The OIC Extract for Insurance Tracking has been changed to include selection of the IT Processing date.  Users must select the IT Processing Date in the correct plan year to allow the extract to find the correct coverage information for the extract.

Previously the extract was selecting incorrect coverage information.

Change:

Updated Columns K-12 and K-6 to report assignments with grades 1, 2, 3, 4, 5 and 6 for basic education programs 01, 02, 31, 34, 45, or 97.

Medicaid Administrative Match

Change:

Added the ability to select any Program/Activity/Duty code combination in the Employee Selection Parameters and the selections are honored.  

Reason:

The Medicaid Match Report was selecting all Program and Activity codes even if only certain codes had been selected.  Additionally only assignments in the selected Employee Management Plan that had a Breakdown Duty code ending in zero were selected.  Any other selection parameters such as Breakdown Duty code suffix 1, 2 or 3 were not being honored.

Change:

The OIC Extract has been corrected to extract the correct Calc FTE values for employees with multiple assignment breakdown records.

Reason:

Previously, not all assignment breakdown records were included in the calculation.

Feature:

Office of the Insurance Commissioner Extract

Change:

  1. Three fields have been made optional on the template:

  1. Vendor Payment Maintenance Screen:

    1. OIC Official Carrier Name is now optional

  2. Medical Plan Maintenance Screen:

    1. Carrier Name and Approved Plan Name fields are now optional

  1. The entity name field in Section 3 of the extract has been changed to contain the vendor name associated with the vendor name key.

  2. Adding a Vendor from the EEL in the Vendor Payment Maintenance Screens now retains the correct alphakey for Vendors that have the same name.

Reason:

  1. The OIC no longer requires these 3 fields.

  2. Previously, the vendor name was not included.

  3. Previously, the alphakey would change to the first alphakey for Vendors that have the same name regardless of which vendor was selected.

Change:

Reason:

With the release of this new extract, security will be granted to users with access to the Medicaid Administrative Match Report.  With the release of DF 109, the OIC Extract will have its own security menu item and will no longer be accessible by security to the Medicaid Administrative Match Report.

Change:

Vacant assignments are now included in the Data Validation edits when "Include Vacant Assignments" is checked in the Selection Parameters.  Vacant assignments are also included in the Data Validation edits when the S-275 and Mix Factor reports are run, provided the Employee Selection Parameters are updated to "Include Vacant Assignments." Vacant assignments are also edited during the Data Validation process when the SPI Salary Exhibit Report is run.

Reason:

Previously, vacant assignments were not included in the edit process.

  1. Allow Program/Activity/Duty Code combinations for Program 22 the same as Program 21 except for Duty Roots 23, 24 and 32.

  2. Allow Program/Activity/Duty Code combinations for Program 25 the same as Program 24 except for Duty Roots 23, 24 and 32.

  3. Allow Programs 13, 21, 23, 51, 52, 53, and 54 with Activities 21, 27, 60, 83, 89, 98 and 99 for ESDs.

  4. Allow Program 58 with Activities 21, 22, 27, and 98 for ESDs.

  5. Added new grade group combinations.

    1. Allow Grades Group Codes 1 -  6 for Duty Roots 31 -  33, 52 and 63.

    2. Grade Group Codes E and F are still acceptable for Duty Roots 31 -  33, 52 and 63 in the 2013-14 School Year.

  6. Updated Warning 7 -  Invalid Certificate Number. Temporary certificate numbers are no longer invalid. Position 1 of the OSPI certificate number may be numeric or begin with a "T," for example; T123456.

  7. Updated Error 47 -  Assignment Hours Per Year = 0. The error for Duty Suffix 2 has been removed. Per OSPI, districts are still instructed to report hours per year for Duty Suffix 2 assignments, however, an Error 47 should not be produced if no hours are reported.

  8. Updated Warning 51 -  Annualized Salary Appears Too Small.

    1. Updated the annualized certificated duty assignment salary if less than $34,048.

    2. Updated the annualized classified duty assignment salary if less than $19,115 annually and $9.19 hourly.

  9. Updated Error 70 -  Incorrect Grade Group for Assignment.

    1. If the assignment is Basic Ed Programs 01, 02, 31, 34, 45 or 97 or Special Ed Programs 21 and 22 and has a Grade Group other than blank, P, K, 1, 2, 3, 4, 5, 6, E, F, M or H, produce Error 70.

    2. Do not produce Error 70 if the Grade Group is P and the Program is 25.

  10. Updated Error 71 -  Grade Group Missing from Assignment.

    1. Produce Error 71 if the Program is 22, Duty Codes 310 -  490 or 630 - 640 and the Grade Group is blank.

Change:

Added a report extract for the Medicaid Administrative Claiming program to help districts in the reporting of eligible staff to the Health Care Authority (HCA).

Reason:

New to the Washington Feature Set.

Notes:
