Educational Milestones

Release:

Version 05.13.10.00.11, February 12, 2014 - addendum release

Change:

The logic for the utility to mass update student educational milestones from test scores has been revised.

  1. Math:  If a student’s graduation requirements base year is 2013 or later, and if the student has a passing score on the TSPED Math assessment, the student is identified as having passed the Math requirement.  If the student’s graduation requirements base year is 2013 or 2014, and if the student also has passing scores for Reading and Writing, the student is identified as having earned a Certificate of Individual Achievement.

  2. Science:  If a student’s graduation requirements base year is 2015 or later, and if the student has a passing score on the TSPED Science assessment, the student is identified as having passed the Science requirement.  If the student also has passing scores for Reading, Writing, and Math, the student is identified as having earned a Certificate of Individual Achievement.

Reason:

There was a defect and the students were not identified as having met the Math/Science requirement.

Feature:

Mass Update Student Educational Milestones from Test Scores

Change:

The utility logic has been modified so students with a graduation requirements base year of 2015 or later (a) no longer have to meet a Mathematics Year 2 requirement, and (b) have to meet only one Mathematics requirement to earn a Certificate of Academic Achievement or Certificate of Individual Achievement.  

Reason:

Needed to match changes made to the standardized high school transcript.

Change:

When determining whether a student has earned a Certificate of Individual Achievement, the utility logic now reviews a student’s results for Special Education assessments as well as non-Special Education assessments.

Reason:

A student earns a CIA if standards are met on a combination of Special Education and non-Special Education assessments.

Change:

Rules for creating or updating student educational milestones have been updated:

  1. Reading:  Logic has been added to recognize the results for TSPED.

  2. Writing:  Logic has been added to recognize the results for TSPED.

  3. Math - Graduation Requirements Year 2008-2014:  Logic has been added to recognize the results for TSPED, TSPM1 and TSPM2.

  4. Math - Graduation Requirements Year 2015 or later:  Logic has been added to recognize the results for TSPM1 for Math Year 1.  Logic has been added to recognize the results for TSPM2 for Math Year 2.

  5. Science:  Logic has been added to recognize the results for TSPS1.

  6. CIA:  Logic has been added to recognize the results for TSPED, TSPM1, TSPM2 and TSPS2.

Reason:

Needed to match changes to the standardized high school transcript.

Implementation Note:

In order to run the updated utility, the District Educational Milestones table must have Educational Milestone records with Type = Math2 and CIA.  Previously, records were only needed with Type = Read, Write, Math, Sci and CAA*.

Educational Milestones

Change:

  1. Student Graduation Requirements Base Year = 2013 and 2014:  End of Course Math results (Test Names = TECM1 and TECM2) are now used to determine whether to create or update a student’s educational milestones for the Math requirement and for the Certificate of Academic Achievement.

  2. Student Graduation Requirements Base Year = 2015 or greater:  End of Course Math results (Test Names = TECM1 and TECM2) are now used to determine whether  to create or update a student’s educational milestone for the Math requirement; End of Course Science results (Test Name = TECS1) are now used to determine whether to create or update a student’s educational milestone for the Science requirement; End of Course Math and Science results (Test Names = TECM1, TECM2 and TECS1) are now used to determine whether to create or update a student’s educational milestone for the Certificate of Academic Achievement.

Reason:

1 and 2.  Needed to support the new EOC tests for Math and Science.

Change:

The utility logic has been modified because the requirement to meet standards in Science in order to earn a Certificate of Academic Achievement has been postponed from the class of 2013 to the class of 2015.  Students in the classes of 2008-2014 earn a Certificate of Academic Achievement if standards are met in Reading, Writing and Math.

Reason:

Legislation (ESHB 1410) and requirements from OSPI.

Change:

A utility has been created that updates a student’s educational milestones based on TWASL and THSPE test scores.  The process first determines whether student educational milestone data should be updated for the individual subject areas of reading, writing, math and science, and then determines whether student educational milestone data should be updated regarding a Certificate of Academic Achievement.  Summary:

  • If a student has a TWASL or THSPE record with level score = 3 or 4, and does not have an educational milestone for the subject area, an educational milestone is created for the student with the completion date that is on the test record.  

  • If the student does have an educational milestone for the subject area, the completion date on the record is updated with the test date.

  • If a student has TWASL\THSPE records with level score = 3 or 4 for appropriate subjects and does not have a Certificate of Academic Achievement educational milestone record, an educational milestone is created for the student with the completion date selected from the appropriate test score record.

  • If the student does have a CAA educational milestone record, the completion date on that record is updated with the appropriate test date.

  • "Appropriate subjects" for the CAA depends on the student’s graduation requirements base year.  If that year is 2008-2012, the student earns a CAA if standards are met in Reading, Writing and Math.  If the year is 2013 or later, standards must be met in Reading, Writing, Math and Science.

  • Students can be selected for the utility individually or by range.

Reason:

Information on a student’s transcript about whether the student has met standards in the subject areas, or has earned a CAA, can be different from places where educational milestones are displayed.  After the utility is run, that information will be the same on the transcript as well as in Web Access, Educator Access Plus, Family Access and Student Access.

Implementation Note:

In order to run the utility, the District Educational Milestones table (WA\OF\CA\EM\PS\CO\EM) must have Educational Milestone records with Type = Read, Write, Math, Sci and CAA* (CAA or CAAWSL or CAAALT or CAACMB).

Educational Milestones

Change:

  1. In Web Access, a field has been added to the Educational Milestones maintenance screen which provides the option to have an Educational Milestone be displayed in Family Access.  The default is "No."

  2. The Waived field for Student Educational Milestones is now available in Data Mining.

Reason:

 

  1. This new option provides a way for school districts to allow students’ educational milestones information to be available to parents and guardians.  Further, the option is provided on each individual educational milestone.

  2. The field was not available in Data Mining.
