A single user may need to enter for multiple locations, but not all. If you are using the PO Groups Option, users need to be assigned to a PO Group.
Users can also be added to PO Groups via the Group Setup button (Menu Path: Financial Mngmnt / SEtup / p.o. Req Grps. / Grp. Setup) or via the By User button (Menu Path: Financial Mngmnt / SEtup / p.o. Req Grps. / By User).
Users can belong to one or more PO Groups. If the user is to have rights to more than one PO Group, do not add them via the Group Codes/Users screen. It is easier to do so from the By User module.
Users that have system wide access to purchase orders should not be assigned to a PO Group. They are set up in By User and assigned to All Groups.

If you have been set up as a system wide user, you have access to all applications by default. See Setting up Security Groups and Assigning Users to Available Security Groups User’s Guides.
