Budget Adoption

Change:

This change will be transparent to clients.  This PCS requested that a new table be created to hold the year control data that drives the budget adoption process.  It also requested that all programming using the QGTREC-GENERIC-TABLE (the table currently holding the year control data) be changed to use the FFAAFY-FISC-YR-CNTL table instead.

Reason:

When the original PCS to create the functionality for the budget adoption process was submitted (F63), it was decided that we should use the Generic table to store yearly control values.  Since this table is used heavily by different systems within WESPaC and has no security guarding the budget data, a new table needed to be created to hold the budget adoption year data.

Skyward will use a beta option to limit access to this feature until the June 2006 release.

Change:

  • New fields were added to the database to indicate the Original Budget has been adopted and frozen.

  • New screens were added to the system to allow clients to specify if the Original Budget has been adopted.

  • New logic was added to the system to freeze all changes to the Original Budget once the budget has been adopted for any budget fiscal year greater than or equal to the current fiscal year. Prior fiscal year budgets cannot be modified.

  • New logic was added to the budget transfer and revisions processes to only allow action if the budget fiscal year is greater than or equal to the current fiscal year.

  • A column was added to the Budget tab in Chart of Accounts to indicate whether the budget has been adopted.

  • The Detail Budget Entry button was removed from the Budget tab in Chart of Accounts.

  • Budget imports from Human Resources, Salary Negotiations cannot change the Original Budget after the budget has been adopted.

Reason:

  • The system allowed the Original Budget to be changed at any time without using revisions or transfers.

  • Washington State requires that once a budget is adopted, it cannot be changed except through revisions and transfers.
