Change:

Employees with a birthday on the 31st that are moving to the next age bracket will now have their employee contribution increase on the month after their birthday.

Reason:

Previously the increase was not occurring until the second month after their birthday in some cases.

Plan 3 employee contributions for worksheet pay are now included in the payroll deduction and vendor invoice.

Reason:

Previously Plan 3 employee contributions were not included in the payroll deduction and vendor invoice when the employee was paid on worksheets for multiple earning periods, the employee had no earnings for that pay code in the current earning period, and the rounded total for the worksheet pay was different that the actual total.

Change:

The Washington Payroll Calculate has been changed to:

  1.  No longer double reverse some retirement transactions when an employee’s member profile is changed retroactively.

  2. Use the most recent plan 3 option code when calculating employee contributions

  3. No longer generate penny rounding retirement transactions in the current earning period.

Reason:

Previously ,

  1. Some retirement transactions were reversed twice.

  2. Some contract pay would be calculated using a previous contribution rate.

  3. Negative $.01 retirement transactions could be created.

Skyward made a change to how worksheet transactions were created.

Reason:

Compensation was reduced correctly in the payroll containing the leave without pay transaction, but the next payroll would include the compensation.

 

Workers’ Compensation hours were not reduced appropriately also.

 

Time entry creating a leave without pay condition did not report retirement correctly.

A correction is made to Retirement calculation validations.  The check and warning for changes in the gross pay calculation are now only possible for worksheet generated pay.

Reason:

Reduce unnecessary instances of the following exception message: "Warning &endash; the pay gross value (HPATRP-PAY-GRS) was changed during pass 1 or 2 of the calcs.  This is UNEXPECTED, and should be reported to WSIPC for investigation."

These conditions cause calculation problems that do not rebalance when the data entry is corrected in future payrolls.

Reason:

When using Payroll Worksheets where a person has multiple pay entries using the same pay code and earning period, the system would not calculate retirement for subsequent Worksheet entries for the person.

This issue began with the February payroll. Prior payrolls are correct.

Implementation Note:

This implementation will create retirement adjustments for people affected by this deficiency in the employees’ WESPaC\Retirement Adjustments screen.  Affected employees will have these adjustments applied to their next payroll process.  Adjustments are created based upon the February payroll only, and previous payrolls are correct.

The program was modified to fix the way compensation rounding was handled. Rounding differences for compensation will now be balanced and allocated to the final month of the contract.

Report Examples for Before and After Modification

Reason:

The program was not handling rounding differences. Contracts with differences between the sum of rounded monthly compensation and the contract amount could have extra cents reported as compensation beyond the work ending date.

Change:

76935:

The program was modified to fix the way a date range is determined for retirement calculations. Contracts that have a start date near the end of a month will now be correctly included in the date range.

76936:

The program was modified to fix the calculation for hours (or days) when a contract ends before the end of a month, and before the calendar ends, and if stop dates exist on the retirement deduction and benefit. Retirement hours (or days) will now be calculated through the work stop date instead of the full month.

Reason:

76935:

Retirement could be incorrectly calculated for contracts that started near the end of a month. The first full month of the contract could be skipped due to how a date range was being determined.

76936:

Retirement hours (or days) did not correctly calculate when a contract ended before the end of a month and before the calendar ended and when stop dates existed on the retirement deduction and benefit.

Change:

The process for finding a Retirement Member Profile record was modified in the Retirement Calculate and the Retirement Verify programs.

The following messages will display on the WESPaC Payroll Exceptions report for these situations:

  • The retirement deduction and benefit on the selected pay transaction does not match the Retirement Member Profile system and plan. The profile may be for a different system and plan or maybe there is not profile at all.

Error &endash; Retirement Deduction and\or Benefit does not match the Retirement Member Profile.

  • A retirement deduction and benefit does not exist on the selected pay transaction, but a Retirement Member Profile record does exist.

Warning &endash; On Retirement and pay item does not have a Retirement Deduction and\or Benefit. Is item exempt from Retirement?

  • The retirement deduction and benefit on the selected pay transaction does not match an active Retirement Member Profile for the earning period.

Warning &endash; Retirement Deduction and\or Benefit exists and no active Retirement Member Profile found for earning period.

The messages described above provide more detail and information. The old message about no retirement member record will no longer display on the WESPaC Payroll Exceptions report.

Reason:

If the Retirement Member Profile had a Retirement Eligibility End Date, the system would think the profile did not exist.

The old message (Error &endash; No Washington Retirement Member record.) was confusing when a Retirement Member Profile record did indeed exist.

Implementation Note:

The interim workaround the clients were using was to enter eligibility end dates after payroll and before creating the DRS transmittal. This workaround will not be necessary following the December 2005 release.
