Attendance Truancy Report

Release:

Version 04.12.02.00.04, March 3, 2012

Change:

  1. Removed the requirement of a Cause Number when reporting petition counts.

  2. Removed Race Code from the Detail Report.

  3. Report ranges screen correction.

Reason:

  1. For Attendance Truancy reporting, OSPI would like to know the number of petitions filed, regardless if a Cause Number was issued or not.  For more information on petition reimbursement reporting, see the Release Notes for the State Reimbursement for Truancy Petitions.

  2. Race Code is not required for Attendance Truancy reporting.

  3. In some cases when trying to edit a saved template, an error message was received indicating the dates defined were not within the school year defined on the template.

Change:

  1. Added a new field called "Cause Number" to the Student Offense screen in the Discipline module.  Additionally, a checkbox was added called "Include in Petition Count."

  2. Updated the Attendance Truancy Report to require a Cause Number and Include in Petition Count = yes (checked on) for calculating the "number of truancy petitions filed with juvenile courts."

Reason:

With the addition of these report changes, the petition counts on the Attendance Truancy Report can be used to make petition filings for reimbursement with OSPI. Additionally, the counts for Truancy Petitions on the EDS website will be in synch with the number of petitions filed for reimbursement.

Reason:

  1. After the School Year field was edited, it would not change back to the default School Year when the Reset button was selected.

  2. When using the #Save button to save a report, the settings were not maintained when the report was opened using the Aload button.

  3. In some cases, the student’s absence ratio was not calculating correctly if the student was enrolled in a zero period course.

Change:

  1. Modified petition logic. Petitions filed with juvenile court between June 1 and August 31 will be counted in the prior year. Petitions filed with juvenile court between September 1 and May 31 will be counted in the current year. This applies to petitions with a QS or a QP Offence Code.

  2. Date range has been broken out on the report parameter screen. There is now a separate reporting range for Attendance Report Date Low and High, Petitions Current Year Report Date Low and High, and Petitions Prior Year Report Date Low and High.

  3. The Attendance Report Date High default is now 05\31\xxxx on the report parameter screen. The year is determined by the year defined in the School Year field.

  4. Added a line to the report parameter page to define the reporting range for current petitions and prior petitions.

  5. Corrected an issue where Zero Hour Attendance was not accurate for Calendar Method "S" when zero period was the only period being considered in the absence calculation.

Reason:

  1. Per OSPI, the reporting period for petitions is defined as June 1 of the previous school year through May 31 of the current school year and will be broken down as follows: Prior year equals June 1 - August 31 and current year equals September 1 - May 31.

  2. For OSPI purposes the reporting ranges for attendance and petitions no longer are the same.

  3. When submitting data to OSPI, attendance date ranges should be defined as the first day of school through May 31. The Attendance Report Date Low remains 01\01\1900. If the default, 01\01\1900, is used the system will automatically use the Calendar Master Start Date to determine the first day of school.

  4. To determine what reporting range was selected when running the report.

  5. The problem occurred because the system was not looking for a valid absence type for zero period.

Reason:

  1. The report was not counting action or petition records when a student had withdrawn and the action or petition was entered after the withdrawal date.

  2. If the Use % Enrolled in Membership\Days Absent Calculation was set to "Yes," and a student was less than 100%, the process would inappropriately adjust the student’s absent ratio.

  3. If the Calendar Method was set to "C," and Use Zero Mod was set to "Yes," and Include in Count was set to "Yes," the process would not count zero period.

  1. The report has a Report Date Low and High range option which only allowed the user to change the dates within the current school year. With the addition of the School Year input box, the user can run the report for prior school years.

  2. Entity 999 typically holds schools that are outside the district. These schools should not be included in the entity or school selection for this report.

Change:

  1. New logic was added to the report to support schools using the Schedule or "S" Calendar Method.

  2. The report now supports either the Calendar Method or the Schedule Method.

  3. The Schedule Method logic closely parallels the logic used by the Skyward Attendance Detail report.

  4. The Schedule Method uses values defined in the Entity’s Default Calendar and the Student’s actual schedule for the day to determine if the unexcused absence counts as a full day's absence.

  5. The new logic computes the Student’s Unexcused Ratio, based on the student's scheduled periods for that day and the number of periods reported as unexcused. For example, if the student was scheduled for six periods and missed five of the six, that student’s Unexcused Ratio for the day would be 5\6 or .833.

  6. It compares the Student’s Unexcused Ratio for a given day to the Entity’s Full Day's Absence Ratio. This Ratio is computed by using values in the Entity’s Default Calendar.

  7. The Full Day's Absence Ratio is based on the Minimum Number of Periods that counts as a Full Day's Absence as defined in the Calendar Detail record. This is divided by the Maximum Number of Periods in a day defined in the Calendar Master record.

  8. For example, if there are a maximum of six periods in a day and four periods constitute a Full Day’s Absence, then the Full Day's Absence Ratio is 4\6 or .667. This Full Day's Absence Ratio is used to determine if a student’s unexcused absences will count as a full day.

  9. If the Student’s Unexcused Ratio is equal to or greater than the Full Day's Absence Ratio, the day counts against the student as a full days’ absence on the Attendance Truancy Report.

  10. For example, if the Student’s Unexcused Ratio for a day is .833 and the Full Day's Absence Ratio is .667, the day will be counted as a full day’s unexcused absence.

Reason:

  1. Many students with exception schedules were not being counted as a Full Day's Absence, even when they missed all of their scheduled periods for the day.

  2. The Schedule Method accurately reports Unexcused Absences for rotating schedules or schedules that vary by day of the week.

Implementation Note:

The Schedule Method uses the Entity’s Default Calendar to compute the Full Day's Absence Ratio.

  1. The Ratio calculation uses the maximum number of periods defined in the Entity’s Default Calendar Master (CALENDAR-MASTER.CAL-DEF-PRDS-PER-DAY-MAX).

  2. It also uses the value defined in the matching Calendar Detail, specifically the value assigned to the upper range of the Half Days range shown under the Calendar Method Attendance Day Count label. Skyward uses the Half Days high range value to compute the Minimum Periods that count as Full Day by adding one period to the Half Day High field value.  (CALENDAR-DETAIL.CAL-PRDS-IN-HALF-DAY-HI + 1).

  3. For example, if value in the Half Day high range is three periods, the system computes a value of four periods as the minimum number of periods a student would have to miss to be counted as a Full Day's Absence.

  4. The "Full Day's Absence" ratio is the Minimum Periods that count as a Full Day's Absence divided by the Maximum Number of Periods in a day as defined in the Entity’s Default Calendar Master.

  5. For example, if being absent four periods is defined a Full Day’s Absence and six periods are defined as the Maximum Periods per Day then the Full Day's Absence Ratio is 4\6 or .667.

 

Report:

Attendance Truancy - Selected Schools Report

Change:

  1. The report was revised to count the "Q" Action codes that fall within the selected report date range regardless of whether they have an Action Detail record.

  2. The "Q" Action Codes are now selected based on the Action Ordered Date from the Student’s Action Maintenance Screen.

  3. The Action Order Date defaults to the entry date. However this date may be revised to reflect the actual date the action was initiated.  This eliminates the need for an Action Detail record to be entered with a "Q" Action Code.

  4. All actions taken to reduce or eliminate unexcused absences are reported. If the same type of action is completed multiple times for the same incident, each occurrence of that action will be included in the action counts shown on the Detail Report and the Selected Schools Summary Report.

  5. For example, if a school initiates multiple phone calls or letters to a parent regarding an unexcused absence incident, each phone call and letter will be reflected in the counts.

  6. The "Q" Action codes are selected based on the first two characters of the code.

  7. The "Q" Action codes reported are the following:

"QN":  Telephone or written notification to parents or guardian.

"QM":  Conferences scheduled after two unexcused absences in a month.

"QA":  Adjusted school program or course assignment.

"QI":   Provided more individualized or remedial instruction.

"QV":  Provided appropriate vocational courses or work experience.

"QT":  Referred to community truancy board.

"QK":  Required to attend an alternative school or program.

"QS":  Assisted student\parent to obtain supplementary services.

"QR":  Remedial action.

"QD":  Disciplinary action.

"QO": Other.

  1.  Note: "QN" and "QM" can be entered as Offense Codes.

Reason:

Not all schools used Action Detail records, when entering a "Q" Action Codes.  This program change supports either business practice.

Implementation Note:

Truancy Petitions must be coded as Offense Codes. Truancy Petition Offense codes include the following:

 "QS": Petitions filed by school or district

 "QP": Petitions by parents

 

Report:

Attendance Truancy - Detail Report

Change:

The student’s Race Code was added to the Attendance Truancy Detail Report. The student’s Race Code is displayed after the Gender Code.

Reason:

For the 2003-2004 School Year, OSPI requires a summary of the Unexcused Absence and Truancy information by race.

 

Report:

Attendance Truancy Report - Parameter Page

Change:

  1. Attendance Truancy Reports Parameter Page was modified to include a standard report header.

  2. The report uses the School Year from the Entity record plus the date range entered on the report screen to select student information. The School Year was added to the parameter page.

  3. The Parameter Report now includes the Full Day's Absence Ratio.  The report calculates this ratio using the Entity’s Default Calendar values. If you are using the Schedule Calendar Method, this is the Ratio was used to determine if a Student’s absence counted as a Full Day's Absence.

Reason:

These modifications provide the individual that requested the report with the ability to verify the dates and values used.

Change:

  1. Change the selection to include "Q" codes that have any character in the third position of the code. Example: "QP1" or "QPS" would be included in the count for Petitions.

  2. If the "Select Schools" option is checked or unchecked, the Detail report will include counts under all the "Q" code columns.

Reason:

  1. Logic for selecting the "Q" codes included only codes with a blank in the third position.

  2. Allow districts to use the Detail report for validation of their assignment of "Q" code information.
