CEDARS -Staff Schedule File

Change:

Updated the logic for the scheduled process WA CEDARS Auto Staff History Calculation so if a district has completed Year End for 2013-2014, and if the CEDARS current year is 2013-2014, and if changes are made to Class Meet or Teacher Transaction records for 2013-2014, those changes will be included in the scheduled process.  As a result, the changes will be included in CEDARS for 2013-2014.

Reason:

There was a defect which prevented the 2013-2014 changes from being processed after Year End has been completed for 2013-2014.

CEDARS - Teacher Transactions  

Change:

Defects for Teacher Transactions have been corrected:

  1. If a Class Meet is deleted, any Teacher Transaction records displayed can be edited or deleted.

  2. If Course Length Set dates are updated using Attendance, Setup, Utilities, Change Subsystem Control Dates, the new dates are now reflected in the related Teacher Transaction dates.

  3. In Future Scheduling, if the Teacher and/or Instructional Staff fields on a Class Meet are updated, such updates are automatically treated as corrections.

  4. In Future Scheduling, if Restore Schedule Master to Previous Save Point is run, a single Teacher Transaction record is created for each Class Meet.

  5. In Future Scheduling, if a Control Set is changed, any existing, related Teacher Transaction records are deleted and replaced by Teacher Transaction records reflecting the dates on the Control Set.

Reason:

  1. If a Class Meet record was deleted, the Teacher Transaction records could not be edited or deleted.

  2. If Course Length Set dates were updated using Attendance, Setup, Utilities, Change Subsystem Control Dates, the new dates were not reflected in the related Teacher Transaction dates.

  3. In Future Scheduling, if the Teacher and/or Instructional Staff fields were updated, a dialog box was displayed asking whether the update should be treated as a change or a correction.

  4. In Future Scheduling, if the Restore process was run, a new Teacher Transaction was created in addition to the existing Teacher Transaction.

  5. In Future Scheduling, if a Control Set was changed any existing, related Teacher Transaction records were not updated to reflect the dates on the Control Set.

Change:

Corrected the logic for the scheduled process WA CEDARS Auto Staff History Calculation.

Reason:

Under certain circumstances, the process was not selecting teachers who should be included.  The problem occurred when a teacher was in Sub Assignments for less than 20 consecutive instructional days, and if the teacher was then added to the Class Meet for 20 or more consecutive instructional days, and if there was another teacher on the Class Meet part of the time.  For example, Term is 1/18/14-6/11/14, Teacher A is on the Class Meet for 1/18-6/11 and Teacher B is in Sub Assignments for 1/18-1/24, then the Class Meet is changed so Teacher B is on it for 1/25-6/11.  Teacher B should have been in the WA001StaffHistory file created by the weekly process WA CEDARS Auto Staff History Calculation but was not.

  1. CEDARS Student Special Education Programs is not processing records correctly where student-id is being  appended with suffix characters.

  2. CEDARS was reporting future date data.

  3. To concatenate student enrollment records that crossover current year and next school year.

  4. Students are being reported in their most current default entity instead of their default entity that is within the date range of the student program. This is usually an issue as the end of school year approaches as student moves to a new entity.

Change:

  1. A new check box labeled "Override CEDARS Hierarchy" has been added to the "Add Offense" and "Edit Offense" Discipline screens.  

  2. Added two new columns to the Discipline Offense browse screen:  Behavior Severity (Beh Sev) and Severity Override (Sev Ovr).

  3. Added two new columns to the Offense Codes screen:  "Behavior State Type" and "Weapons State Type."

If there are multiple offenses within the same incident for a single student the severity value is used to determine which offense to report in CEDARS.  The check box is used to override the severity in case there is an offense that should be reported but it does not have the highest severity value.

The change aligns Staff and Staff schedule data more closely to the CEDARS data manual requirements.

Change:

  1. If Calendar Master Method = "C" and the student's number of periods missed is within the range of periods defined in the Calendar Details' Full Days Periods Absent (Student Management\Office\AT Setup\CO\CC\ Calendar Details), the student will be reported with Full Day absent. If the number of periods missed is within the range of the Half Days Periods Absent, the student will be reported with Partial Day absent.

  2. A data manipulation was run to change all the severity levels to the current defaults for all offenses with state types.  The default corresponds to the current severity hierarchy that is hard coded in the CEDARS extract.  

  3. The Student Discipline File (File-P) logic was changed to use the offense severity field (Student Management\Office\Discipline\Setup\CO\OF) in order to select the offense with the greatest severity for CEDARS reporting.  This is only for incidents that have multiple offenses with state behavior types.

Reason:

  1. To correctly report element N07 where the entity's Calendar Master Method = "C."

  2. This will allow districts to be able to change severity levels from the current defaults.  This was done in case an incident has multiple offenses.  The offense with the greatest severity will be used since only one offense per incident can be reported in CEDARS.

  3. Since only one record can be reported in CEDARS for an incident, a method needed to be developed where the district has more control over which offense is reported in the case where there are multiple offenses with state behavior types.

Change:

Corrected CEDARS logic to first look for students designated as gifted in the Gifted Module and if none are found, it then looks in NCLB-2 Oth WA Prg, for codes 32, 33, 34, and 35.

Reason:

If a student was in the Gifted Module and in NCLB-2 Oth WA Prg, with codes 32, 33, 34, or 35, CEDARS was including both records in in FILE-I.  There should be only one gifted record reported for a student.

Change:

  1. Teacher Transactions:  A Security line item has been added for Teacher Transactions.

  2. Substitute Assignments:  The ability to identify whether a substitute teacher has Instructional Staff = Yes or No has been added.

  3. District Scheduled Task:  A new scheduled task has been created which is called WA CEDARS Auto Staff History Calculation.  It runs automatically each Thursday evening at 6:00 p.m. and can also be run any time that is desired.  The process checks Teacher Transactions and Substitute Assignments in order to determine whether a teacher has taught, or is scheduled to teach, a class for 20 or more consecutive instructional days.  If so, a record with the teacher and related class information is created for a new Staff History file.

    Determination of 20 or more consecutive instructional days is based on an Entity's default Attendance Calendar.  It excludes weekends, holidays or any other non-instructional days.

Reason:

To support CEDARS requirements for File F, Staff, and File G, Staff Schedule, for 2013-2014.

  4. Transfer courses are usually entered directly through the Student Grade tab screen and they should not be reported in the StudentSchedule file. (FP 231766)

Staff Type is required for Washington state CEDARS reporting throughout the year.  Previously it was extracted from the S-275 Salary Negotiation (SN) plan, but that plan is not maintained during the school year like the Employee Management (EMS) plans are.  Since CEDARS needs updated, current information, it is being changed to extract the Staff Duty Code (aka Staff Type) from the specified EMS plans, rather than from a SN Plan.

 

The "Export CEDARS data from this plan" checkbox has been removed from the Salary Negotiations Main Screen, and a new check box, "Export CEDARS data from this plan" has been added to the Employee Management Main Screen.

 

Note:  Previously only one SN plan could have the CEDARS check-box checked, but now multiple EMS plans can have the CEDARS check-box checked.

Change:

A new table has been established to store student GPA and credit information.  The data is calculated based on the Washington rules which are also applied to the Standardized High School Transcript and to the Academic History Report.

The data can be viewed in Student Profile, GPA tab, WA GPA option.

Data in the table is updated for multiple students when the Auto GPA Calc process is run.  Data can be updated for a single student by selecting the GPA Calc button on the WA GPA screen or on the Current GPA screen.

Note:  The fields from the new table will be available in Data Mining for DF99 which will be in WSIPC's August standard release.

Reason:

Implementation of the new table is in anticipation of future changes to the CEDARS logic for reporting GPA and credit information.  Calculation of that data currently takes a significant amount of processing time.  Also, the new table can be used by WEDSS and Crystal reports.

The Transfer Category has been used not only for transfer courses but also for other courses because it provides the ability to modify the course description and completion date for a student.  However, this is in conflict with CEDARS requirements for identifying transfer courses.  It will now be possible to use the Transfer Category solely for transfer courses and use the Alternative Category when there are other reasons to customize the course description and\or completion date for a student.

  1. Corrected the Section 504 reporting on the Student Programs File to look at the IAP End Date first and then the Dismissal Date, if blank, for valid Program Exit Date value.

  2. Updated the Course Designation Codes (Elements D07 and H13) to look at the State Course Code first and then the Advance Placement table for "A" or "I" codes. If the State Course Code attached to the course is an AP or IB type, the State Course Code (Elements D08 and H15) is populated. If it's not an AP or IB, the Advance Placement table is then looked at and the APIB Code (Elements D09 and H16) is populated accordingly.

Reason:

  1. The program was changed on the last NSR to look at the Dismissal Date only causing CEDARS errors.

  2. Currently, the program is only looking at the Advance Placement table for AP\IB course code.

Change:

A tabled field for Birth Country has been added to the screen used when a student is added and to the screens in Family Access where Birth Country can be updated.  In each location where Birth Country can be selected the default will be blank.

Reason:

Birth Country is required by CEDARS.  However, when the drop-down list was added to the screen for editing data for an existing student, it was not added to the screen used when adding a student or to the screens in Family Access.  In some cases the default value displayed was not blank.

  1. Two new fields were added to course designations in order to identify online courses.  One field is on the course maintenance screen and the other is on student grade history screens.

  2. New fields were added to the NCLB-2 screen for Limited English Proficiency.  The fields are Instructional Model Code, Placement Test Data, Placement Test Level Score, Placement Test Scale Score, Exit Reason.  They have also been added to Data Mining.

  3. A drop-down list of birth countries has been added to the Student Profile Screen.  The list contains the values in Appendix C, National Origin Country Codes, of the CEDARS manual.

  4. The import utility for Staff data has been removed from WESPaC because it has been revised to include staff birth date.  The revised utility is only available in Web Access and has been renamed from "Certification Number Import" to "Import Legacy HR Data for CEDARS."
