IDEA-B Child Count

Change:

The report is no longer available in WESPaC.

Reason:

The report is generated by OSPI from CEDARS data.

Change:

Modify the report to look at the student’s previous entry\withdrawal record to determine if there is a qualifying record as of December 1 of the current school year.

Reason:

  1. The program is only looking at the last entry\withdraw record. If a student has withdrawn and enrolled in a different school after December 1, the student is being included in the exception report instead.

  2. To be consistent with the LRE Report logic.

Change:

  1. Modify the Child Count by Ethnic report to include the new State defined Ethnic codes.

  2. Change the validation of Disability "01" to be valid for 3 - 8 year olds.

  3. Report students on the Exception Report with an invalid State Reporting code for their disability.

  4. Use the IEP Begin and End dates when finding a qualifying IEP for December 1.

Reason:

  1. OSPI added new Ethnic codes.

  2. Clarification of valid ages for disability "01"

  3. Students with invalid State Reporting Codes were not showing on the Exception Report.

  4. Students with a new IEP after December 1 were being excluded from the counts.

Clients are required to submit their IDEA-B counts using the spreadsheet supplied by OSPI in Bulletin 053-04.

Change:

  1. Removed certification verbiage and signature line from Summary Reports

  2. Added logic to consider the WIP field for both evaluations and IEPs when checking for compliancy

  3. Removed the check for the Child Count Status field to contain a "C"

Reason:

  1. Printed copy of the report is not longer accepted by OSPI

  2. Skyward added a field to identify evaluations and IEPs as a work in progress

  3. Child Count field is not always getting updated when a student is added to special education

OSPI requires that the counts from these reports be submitted in the Excel Workbook format available from their Web site. The workbook pages and the Summary reports follow the same format.
