P223 Monthly School District Enrollment Report

Release:

Version 05.14.02.00.09, May14, 2014 - addendum release

Change:

  1. A warning message was added to the P223 range screen.  If the report is being run from Entity 000, and if "Create P223 Extract File" is selected, and if "Bilingual Counts and Report" is selected, a warning message will be displayed.  Message: "The head count for students in a Bilingual program is included on the extract file.  However, the head count for students who tested out of TBIP is not on the extract file and must be entered into the OSPI EDS system."

  2. A correction was made to the microfiche file.  If an Entity has no students enrolled in a Bilingual program, but does have students who tested out of TBIP, and if the option to create a microfiche/audit file is selected, the report for students who tested out of TBIP will be in the microfiche file.

Reason:

  1. The requirements needed from OSPI for adding the head count of students who tested out of TBIP to the extract file are not available.  As a result, that data must be entered using the OSPI EDS screen for P223.

  2. There was a defect in the microfiche file.  If an Entity had no students enrolled in a Bilingual program, but did have students who tested out of TBIP, and if the option to create a microfiche/audit file was selected, the report for that Entity for students who tested out of TBIP was not in the microfiche file.

Change:

The P223 logic was corrected so students

  1. with an F1 visa are excluded from the enrollment count, and

  2. who tested out of TBIP in the previous year, and who are dual enrolled, are in the head count for those who tested out of TBIP only in their default entity.

Reason:

  1. OSPI requirement.

  2. Students who are dual enrolled were being included in the head count for more than one Entity for students who tested out of TBIP.

Change:

In Student Profile, on the Scheduling tab (Current and Future) the display of class minutes has been changed from Academic Minutes on the Course to the Minutes Per Week on the Section.

Reason:

Minutes Per Week is a key field in the P223 calculation of student FTE and having the Academic Minutes on a Course displayed in Student Profile was creating confusion.

Change:

In July 2013 a field was added to Section screens in the Washington State Specific area in order to identify situations when a Course is Vocational but a Section is not being taught by an instructor with the appropriate CTE Endorsement.  Additionally, the P223 process was modified so the students in that section are not counted in the Vocational FTE on the P223 Monthly School District Enrollment Report or on the Vocational FTE Detail Report.  Also, a new P223 Entity Warning Report was added for CTE Endorsement which lists the students in the section.  

 

The CTE Endorsement field has now been added to the list of Class fields available when the Course Report by Course or Course Report by Section are run with user-defined fields.  The field is listed as "Teacher Has Valid CTE Endorsement."

Reason:

So the field is available for reporting.

Change:

  1. The P223 logic for identifying students who tested out of TBIP has been updated to include those who were not receiving services.  

  2. A field has been added to the NCLB-2 screen for Limited English Proficiency to identify students who tested out of TBIP in another school district.  The P223 report for Students Tested Out of TBIP has been modified to include a column identifying students who tested out in another school district.

Reason:

  1. Clarification from OSPI.  Students who tested out of TBIP should be counted even if they were not receiving services.

  2. To provide a method for identifying students who tested out of TBIP in another school district.

Reason:

If a student had a value in the GLO field on the entry/withdrawal screen, the grade level was based on the GLO value rather than on the standard calculation for grade level.

Change:

The P223 process has been modified to identify students who tested out of TBIP in the prior school year. Student selection criteria:

  1. Currently enrolled.

  2. Has a Limited English Proficiency record in any entity with (a) Receiving Services = Yes, (b) Start date earlier than or within the prior school year, (c) Program Designation = State Transitional Bilingual Instructional Program, (d) End Date during the prior school year, (e) Start Date and End Date are not the same, and (f) Exit Reason = A (Redesignated/Transitioned) or O (Student tested but did not qualify).

 

The students are counted in a new field on the P223 Monthly School District Enrollment report. The field is within the Bilingual Program area and is "Headcount of Students Who Tested Out."

 

A new report has been added which lists all students who meet the criteria. That report is "P223 Students Tested Out of TBIP." The report is printed automatically when the Bilingual option is selected on the Range screen. The new report is also included in the Microfiche/Audit file when that option is selected.

Reason:

OSPI requirement for 2013-2014. Students who are currently enrolled and who tested out of TBIP in the prior school year are to be counted on the P223 Monthly School District Enrollment report.

Implementation Note:

The field for the headcount of students who tested out of TBIP has not been added to the P223 extract file. That will occur in a future release. In the meantime, after the extract file has been sent to OSPI it will be necessary to access EDS and enter the "Tested Out of TBIP" data.

Change:

A field was added to Section screens in the Washington State Specific area in order to identify situations when a Course is Vocational but a Section is not being taught by an instructor with the appropriate CTE Endorsement.  In such cases, the students in that section are not counted in the Vocational FTE on the P223 Monthly School District Enrollment Report or on the Vocational FTE Detail Report.  Additionally, there is a new P223 Entity Warning Report for CTE Endorsement which lists the students in the section.

  1. The Minutes per Week field on Sections is now consistent with Academic Minutes on Courses.  Values up to 9,999 can be entered.

  1. Students are no longer incorrectly listed on the P223 District Exception Report for Skills Center FTE.

  2. P223 options for Base P223 on Schedule and for Basic Ed and Skills Center Courses are now displayed on the browse screen for Scheduling Entity Year Options when accessed through Scheduling (WS\OF).

Reason:

  1. Students were sometimes erroneously listed on the P223 District Exception Report for Skills Center FTE if (1) they were enrolled in more than one entity, (2) they were enrolled in a Skills Center entity and in one or more Skills Center classes, and (3) the option Base P223 on Schedule was No in one entity and was Yes in the other entity.

  2. The options were only displayed when the screen for Scheduling Entity Year Options was accessed through Product Setup (PS\WS\ES).

Change:

  1. K-3 and High Poverty Schools:  Modifications have been made to support the new requirement for reporting head count and FTE of students in K-3 in schools designated by OSPI as high poverty.  A flag has been added in order to identify those schools and the P-223 Monthly School District Enrollment Report has been revised to contain a column for the head count and FTE data.

  2. Skills Centers:  Modifications have been made to allow students in high schools where both Basic Education and Skills Center classes are taught to be counted for FTE up to 1.60 for the entity.  The modifications include a flag identifying such entities and changes to the logic for calculating student grade level FTE and skills center FTE.  Additionally, there is a new report - District Exceptions for Skills Center FTE - which lists students whose total skills center FTE for a school district exceeds 1.00.

  3. Entity Exception Report when Percent Enrolled = 0:  An intermittent problem with the report header has been corrected.

  4. Range Screen:  The reports Vocational FTE Detail and Skills Center FTE Detail can now be selected when the P-223 is run from Entity 000 and the sort = School, and when the P-223 is run from an entity other than 000.

Change:

  1. New Report - Skills Center FTE Detail:  A new report has been added that provides head count and FTE detail for Skills Center enrollment.  The report is printed for each combination of resident district, entity and school.  For each student enrolled in a Skills Center class the report contains a list of the Skills Center classes as well as the Skills Center FTE being reported for the student.  The final page contains head count and FTE totals for grade levels 9-12, and subtotals by gender.  The option to run the report is available when the P-223 process is run from Entity 000, sort is by resident district, and the option for Skills Center Counts and Report has been selected.  The report is included in the microfiche\audit file.

  2. New Report - Entity Exception Report for FTE:  A new report has been added that lists students whose Percent Enrolled = 0.

  3. Modified Report - Entity Warning Report for FTE:  Students whose Percent Enrolled = 0 are no longer listed on this report.

  4. "Flag" Column on Reports:  A "Flag" column has been added to the District Exception Report for FTE and to the Entity Warning Report for FTE.  Vocational and Skills Center classes are identified in that column.

  5. CIP Codes and Skills Center Courses:  CIP codes can now be entered if a course Type has a Flag = Skills Center.

  6. Minutes Per Week field on Sections - Security:  Security has been implemented on the Minutes Per Week field on sections.

Reason:

1.     This new report provides a way to answer questions about students with Skills Center FTE.

2-3.  Students whose Percent Enrolled = 0 are excluded from the grade level head count and FTE values on the Monthly School District Enrollment report.  Because of that, they are more appropriately listed on an exception report rather than on a warning report.

4.     This allows Vocational and Skills Center classes to be identified when using the reports.

5.     This allows CIP codes to be entered for all CTE courses.

6.     The security feature is in WESPaC but had not been implemented in Web Access.

Change:

This non-standard release reverses the changes in the November 19, 2010 non-standard release.  Those changes impacted the calculation of a student’s FTE so if a student was enrolled in both Skills Center and non-Skills Center classes in a single entity, the total reported FTE for that entity could be a maximum of 1.60.

Reason:

One result of the November 19, 2010 non-standard release was that in some cases students with one or more Skills Center classes were listed on the District Exception Report for FTE and thus excluded from the P-223 counts.  The work required to resolve these exceptions is labor intensive because each exception must be reviewed and updates then made for individual students.

The total reported FTE for a student for a single entity could not be greater than 1.00, even if a student was enrolled in Skills Center classes.

Implementation Note:

If a district has students enrolled in an entity where they attend both Skills Center and non-Skills Center classes, in order to have such students reported with FTE to a maximum of 1.60 the Percent Enrolled value for each student must be increased from 1.00 to the appropriate amount, but should not be larger than 1.60.

Change:

  1. Total FTE reported for a student is no longer greater than head count.

  3. (a)  If no students are selected for a district exception report, a page is printed with the message "No students selected."  This impacts the District Exception Report for FTE and the District Exception Report for Default Entity.
    (b) If no students are selected for an entity exception report, a page is printed that contains the message "No students selected" and a list of the combinations of resident district\entity\school that do not have students for the entity exception report.  This impacts the Entity Exception Report for Students without a Schedule and the Entity Exception Report for Student Status Conflicts.  Note:  Only entities where the P-223 is based on schedule are listed on the "No students selected" page of the Entity Exception Report for Students without a Schedule.

Reason:

  1. If a student was enrolled in multiple entities on count day, and if the student had a withdrawal date the same as count day in one of those entities, sometimes the FTE reported for a student was greater than 1.00.  This sometimes caused the FTE on the summary page to be greater than the head count.

  2. Students without classes in the current term, who were enrolled in classes in a prior term, were sometimes not listed on the Entity Exception Report for Students without a Schedule.

  3. State auditors have been asking for more details about the exception reports.

Change:

The Entity Warning Report for FTE when FTE is computed from schedules now correctly displays the calculated FTE for students in K1 and K2.

Reason:

If a student was in K1 or K2, and if the calculated FTE was based on schedules, the Entity Warning Report for FTE displayed the calculated FTE as 0.00.  Note that the correct FTE was displayed on the Enrollment Detail Report and included in FTE data on the Summary report.

A new report has been added that provides head count and FTE detail for vocational enrollment.  The report is printed for each combination of resident district, entity and school.  For each student enrolled in a vocational class the report contains a list of the vocational classes as well as the vocational FTE being reported for the student.  The final page contains head count and FTE totals for grade levels 7-12, total for grades 7-8, total for 9-12, and subtotals by gender.  The option to run the report is available when the P-223 process is run from Entity 000, sort is by resident district, and the option for Vocational Counts and Report has been selected.  The report is included in the microfiche\audit file.

  2. When the P-223 logic determines whether a course is Running Start, it will look at not only the Course record but also at the Student Class record.

  1. State auditors request supporting detail for the vocational FTE reported.

  2. A Running Start field was recently added to the Student Class record.

Change:

  1. The report is now available in Web Access.  There is a separate menu option, "View\Save Locally P-223 Extract File," for viewing the extract file and transmitting it to OSPI.  There is also a separate menu option, "View\Save Locally    P-223 Microfiche\Audit File," for viewing the microfiche file.

  2. On the Enrollment Detail Report for students with a schedule, the Start Date field contains the date the student enrolled in the class if that date is different from the start date for the class control set associated with the course.

  3. Two columns have been added to the Entity Exception Report for Students without a Schedule.  Those columns are Status and Withdrawal Date.

Reason:

  1. All Student state reports are available in Web Access.  There was a delay for the P-223 because a new file transfer process was needed.

  2. The Start Date printed was the start date for the class control set even if the student enrolled at a later date.

  3. If a student without a schedule also has a status conflict, the student is first listed on the Exception Report for Students without a Schedule.  When that error is corrected, the student is then listed on the Exception Report for Student Status Conflicts.  With the new columns on the Exception Report for Students without a Schedule, it is now possible to review that report and determine whether a student also has a status conflict.

Reason:

Currently, a student with a withdrawal date that is the same as the run date is not selected for P-223 processing.  This change is being made so the P-223 selection criteria is the same as the P-223H selection criteria for students in Basic Education.

Change:

  1. A new field, "Minutes Per Week," was added to the Class Section Maintenance screen, Miscellaneous Properties tab.  The P-223 FTE calculations were modified to use this value rather than Academic Hours on a course.  A column for "Minutes Per Week" was added to the query "Sections - General" and to the query "Existing Sections."  Also, when a new section is created, the Minutes Per Week value will be defaulted from the Academic Minutes on a course.

  2. A new utility, "Mass Change Section Minutes Per Week," was added to the Course Master Utilities.

  3. References to "Hours" were changed to "Minutes" on various screens and reports.  Examples: (a) on the Course Length Set Maintenance screen, Default Academic Hours was changed to Default Academic Minutes; (b) on the Course Maintenance screen, Academic Hours was changed to Academic Minutes; (c) minutes are displayed, instead of hours, on the District Exceptions Report for FTE, on the Enrollment Detail Report with Schedules, etc.  In addition, the User-Defined Course Report options were expanded to include Academic Minutes in the list of Available Course Fields and Minutes Per Week in the list of Available Class and Class Meet Fields.

  4. A data manipulation is being run to: (a) convert Default Academic Hours to minutes and populate Default Academic Minutes on the Course Length Set Maintenance screen; (b) convert Academic Hours to minutes and populate Academic Minutes on the Course Maintenance screen; and (c) to populate the new field Minutes Per Week on the Class Section Maintenance screen with the value in Academic Minutes on the Course Maintenance screen.  The data manipulation is being applied to all Course Length Sets, Courses and Sections for school year 2008 or later.

  5. A new exception report, District Exceptions for Default Entity, was added to the P-223 process.

  6. A Parameters page was added to the P-223 process.

  7. A defect was corrected so Vocational Class Lists sort students alphabetically within each course\section.

  8. A defect was corrected so the Enrollment Detail Report with Schedules displays multiple class meets when the scheduling days meet patterns are different.

  9. A defect was corrected so Vocational FTE is calculated correctly.

Reason:

  1. The new field on Sections was needed so school districts can more accurately enter the value for minutes scheduled for each section.  The P-223 FTE calculation was modified to use the new minutes-per-week data and to correct the calculation error previously described by the State Auditors Office.

  2. The new utility provides school district staff with an efficient method for updating the new Minutes Per Week field on Sections.

  3. Clients requested the change from "hours" to "minutes."

  4. The data manipulation is needed so the new fields Default Academic Minutes, Academic Minutes and Minutes Per Week are populated with appropriate values.

  5. The new report identifies students whose data regarding their default entity is invalid for P-223 reporting purposes.

  6. A Parameters page is standard on Washington Feature Set reports.

  7. Students on Vocational Class Lists were not sorted correctly.

  8. If a class had multiple Meets, information about only one Meet was printed on the Enrollment Detail Report.

  9. If the Academic Hours value for a Vocational course was a decimal instead of an integer, in some cases the FTE was not calculated correctly.

Implementation:

When the new Default Academic Minutes value on a course length set is updated, the Default Academic Hours value will also be updated in the database.  When the new Academic Minutes value on a course is updated, the Academic Hours value will also be updated in the database.  As a result, custom reports currently in use will continue to display valid data.

Change:

Made creation of the file for OSPI optional rather than automatic.  The option is available only when the report is run in Entity 000 and the sort is by Resident District.

Reason:

Previously, when the report was run in Entity 000 and sorted by Resident District, a file for OSPI was automatically generated and FTPd to the 1SPI process.  However, because of the new OSPI requirement that P-223 reporting be done through the Educational Data System (EDS) rather than 1SPI, files created are automatically sent to the OSPI server and thus overwrite existing data in EDS for the month being reported.  School districts need to be able to run the P-223 but not generate a file for OSPI and thus prevent EDS data from being overwritten.

Added reporting of students in grade levels 7 or 8 in Vocational classes.  This impacted the Summary report as well as the Vocational Class Summary (paper and microfiche) and the Vocational Class List (paper and microfiche).  It also impacted the layout of the file created by the P-223 process.

  3. Modified the P-223 District FTE Exception report so that if a student is enrolled in more than one entity and if the student is enrolled in one or more Skills Center classes, the maximum combined FTE cannot exceed 1.60.  If a student is enrolled in more than one entity and if the student is not enrolled in one or more Skills Center classes, the maximum combined FTE cannot exceed 1.00.

  4. Modified column headings on the Summary report (paper and microfiche).

  5. Modified the file sent to OSPI to include the new field for Vocational Grades 7 and 8 FTE and to reflect the new definitions for reporting Kindergarten students.

  6. Modified the FTP process so the file is sent directly to the OSPI server for EDS.

  7. Added the students default entity to the Enrollment Detail report (paper and microfiche).

Kindergarten:  To be identified as Full-Day State Funded Kindergarten, a student must have a K1 in the Grade Level Override (GLO) field on the General 1 Student tab.  All students without K1 in the GLO are reported as Half-Day Kindergarten for the P-223.

Skills Center:  To be identified as a Skills Center class, the course must have a Course Type Flag = Skills Center.
