Transition From Part-C to Part-B

Change:

Fixed the program to correctly report students.

Reason:

No students are being included in the report even though valid students exist.

Change:

Special Ed students who have transitioned from Part-C to Part-B program but not yet 3 years old are now being reported correctly.

Reason:

The report was incorrectly calculating the number of days if the student has completed evaluation before their 3rd birthday. (FP#246353)

Change:

Corrected the student selection logic to include students whose evaluation was completed after their 3rd birthday.

Reason:

In the previous release, only students whose evaluation was completed 90 days prior to the student’s 3rd birthday were being included in the report.

Change:

  1. Corrected the age calculation in the detail report

  2. Updated the student selection logic.

  3. Report only the first Part-B evaluation found after the student’s Part-C evaluation

Reason:

  1. Some students are being reported with their age off by one year.

  2. Student with evaluation more than 90 days before the 3rd birthday is being included in the report.

  3. The report is including all Part-B evaluation that the student completed during the reporting period. (FP#244673)

Change:

  1. Updated the report layout.

  2. Remove the age selection criteria.

  3. Student whose Part-B evaluation permission is given in the prior school year will not be included in the report.

Reason:

  1. To be consistent with report OSPI form layout.

  2. Students who are not yet 3 years old as of June 30th are not being included in the report even if a valid transition evaluation record exists.

  3. This logic is no longer needed since the report no longer restrict by student’s age.

Change:

Modify the report logic to first look at the Last IEP  Meeting date. If  it is not blank, use the said field to calculate the number of days after the student 3rd birthday. Otherwise, use the Start IEP date. This is  only applicable to students determined eligible to receive Special Ed services.

Reason:

The Start IEP date is currently being used as the date for determining when the IEP is developed for eligible students. It was determined that the Last IEP Meeting Date reflects a more accurate value and should be used instead if it is not blank.

Change:

  1. Updated the report layout for 2010-2011 school year.

  2. Per the OSPI requirement, updated the report to calculate the actual number of days that lapsed between the student's 3rd birthday and Evaluation Completion Date. It is no longer necessary to determine the calendar attached to the student since it does not use the school days calculation anymore.

  3. Added a new detail report that will list students whose evaluation is delayed with transition reason of "Others" or blank.

To meet the new requirements for 2010-2011 school year reporting.

Change:

Reason:

Previously, if Transition Reason = "EXT" and the number of school days between the Permission Date and Evaluation Completed Date is less than 35 school days, an asterisk ("*") gets displayed under the Rsn column.

Change:

If student is counted in row B.2, B.3, C.2 or C.3 and Transition Reason = "EXT," count the student in D.2 . Previously, a third criteria exist, where the number of school days between the Permission Date and Evaluation Completed Date must be greater than 35.

Reason:

The third criteria is only applicable to the Initial Evaluation Timeline Report.

Change:

  1. Modified the program to use the new transition reason code field, se-stu-eval.wa-transition-reason.

  2. Correct the Part A total to not include in the count student with status of eval - reporting status equal to "open" or "awaiting signature."

Reason:

  1. The transition reason code was previously being saved to temporary field.

  2. The valid values for status of eval - reporting status are "Closed:Sped," "Closed:Not Sped" and "Closed:Other." Any other values should not be included in the report.

Change:

  1. The web version of the report has been modified with the following changes:

  1. Updated the text and wordings of the report’s summary section.

  2. The Part-C evaluation is now being checked if Status of Evaluation = "Closed: SPED" to be valid. Previously, we only make sure that the evaluation is 90 days prior to the student's 3rd birthday. This is to address defect #206565.

  3. Modified the school day calculation by looking at the calendar of the student's default entity when the Part-B evaluation was completed. If no qualifying record is found, include the student in the exception report. This change is in relation to Initial Evaluation Timeline Report defect correction (#207202).

  4. In section D.2 where Transition Reason = 'EXT', the program checks if the number of school days between the permission date and evaluation completion date is greater than 35. The school day count should now start after the permission date. This change is in relation to Initial Evaluation Timeline Report defect correction #211019.

  5. Updated the detail section of the report by adding new column called 'Cal' which will display the student's calendar ID, remove columns D1 and D2, and update the footer message to say "Reason code is other than REF, EXT, FAI, TRF, TRN, DIS or OTH, student will be counted under OTH."

  1. In Pac, the report is no longer available. The path still exists and when selected, an informational message will be displayed redirecting the user to run the report in web.

Change:

Create a datamanip that will mark evaluation records as Part-C of special ed students who are <= 3 years old as of June 30, 2008.  If the student is eligible to receive special ed services, the IEP begin date is checked. If the IEP begin date is greater than 90 days prior to the student’s 3rd birthday, the evaluation record is marked as IDEA Part-C. If the student is not eligible to receive special ed services, the evaluation complete date is used instead.

The datamanip log will be placed under the district’s export directory.

Reason:

To help aid the district users in preparation for the submission of the Transition From Part-C to Part-B Report.
