Transcript Status for Additional State Requirements

Release:

Version 05.14.02.00.10, May 28, 2014 - addendum release

Change:

  1.  If a student’s Graduation Requirements Base Year is 2015 or later, the Culminating Project column will contain "NOT APP".

  2.  If a student has an educational milestone with Type = Math2 and Date Completed is not blank, MET will be printed in the Math column.

Reason:

  1. To make the logic for the report match the logic on the standardized high school transcript regarding Culminating Project.

  2. There was a defect and students with an educational milestone with Type = Math2 and Date Completed not blank were not identified as having met the Math requirement.

Change:

  1. Math:  If a student’s graduation requirements base year is 2013 or later, and if the student has a passing score on the TSPED Math assessment, the student is identified as having passed the Math requirement.  If the student’s graduation requirements base year is 2013 or 2014, and if the student also has passing scores for Reading and Writing, the student is identified as having earned a Certificate of Individual Achievement.

  2. Science:  If a student’s graduation requirements base year is 2015 or later, and if the student has a passing score on the TSPED Science assessment, the student is identified as having passed the Science requirement.  If the student also has passing scores for Reading, Writing, and Math, the student is identified as having earned a Certificate of Individual Achievement.

Reason:

There was a defect and the students were not identified as having met the Math/Science requirement.

Change:

  1. If an educational milestone for Reading, Writing, Math, Science or Washington State History has status = Waived, that status is now displayed on the report.

  2. If a student's graduation requirements base year is less than 2015, the information in the Science column is "NOT APP."

Reason:

  1. There was a defect and WAIVED was not being displayed on the report.

  2. Only students with a graduation requirements base year of 2015 or later are required to meet standards in Science.

Change:

The report logic has been modified so students with a graduation requirements base year of 2015 or later (a) no longer have to meet a Mathematics Year 2 requirement, and (b) have to meet only one Mathematics requirement to earn a Certificate of Academic Achievement or Certificate of Individual Achievement.  The Math 2 column was removed from the report.

Reason:

Needed to match changes made to the standardized high school transcript.

Change:

Report is printing correctly.

Reason:

A software error was causing the report to print with a large font size and some columns were thus not being displayed.

Change:

When determining whether a student has earned a Certificate of Individual Achievement, the report logic now reviews a student’s results for Special Education assessments as well as non-Special Education assessments.

Reason:

Needed to match changes made to the standardized high school transcript.

Change:

  1. For the columns Reading, Writing, Math, Science, CAA and CIA, the report logic has been updated to match changes made to the standardized high school transcript for determining a student’s status for each column

  2. A column for Math2 has been added to match the Mathematics Year 2 information on the transcript.

  3. A column for Washington State History has been added to match the Washington State History information on the transcript.

Reason:

Needed to match changes made to the standardized high school transcript.

Change:

  1. Student Graduation Requirements Base Year = 2013 and 2014:  End of Course Math results (Test Names = TECM1 and TECM2) are now used to determine whether a student has met the Math requirement and whether a student has earned a Certificate of Academic Achievement.

  2. Student Graduation Requirements Base Year = 2015 or greater:  End of Course Math results (Test Names = TECM1 and TECM2) are now used to determine whether a student has met the Math requirement; End of Course Science results (Test Name = TECS1) are now used to determine whether a student has met the Science requirement; End of Course Math and Science results (Test Names  = TECM1, TECM2 and TECS1) are now used to determine whether a student has earned a Certificate of Academic Achievement.

Reason:

1 and 2.  Needed to support the new EOC tests for Math and Science.

Change:

The report logic has been modified because the requirement to meet standards in Science in order to earn a Certificate of Academic Achievement has been postponed from the class of 2013 to the class of 2015.  Students in the classes of 2008-2014 earn a Certificate of Academic Achievement if standards are met in Reading, Writing and Math.

Reason:

Legislation (ESHB 1410) and OSPI requirements.

Change:

  1. Graduating Class is 2008-2012:  (a) "graduating class" is now based on Grad Req Base Year instead of WA Grad Year; (b) determining whether Reading and Writing status = MET is now based on both TWASL and THSPE data (as well as Educational Milestones); (c) determining whether a student has earned a Certificate of Academic Achievement is based on both TWASL and THSPE data for Reading, Writing and Math (as well as on Educational Milestones).

  2. Change:

Determining whether a student has earned a Certificate of Academic Achievement (CAA) is based on either the CAA* educational milestones or on test scores, but not on a combination of educational milestones and test scores.

Reason:

When determining whether a student has earned a CAA was based on a combination of educational milestones and TWASL scores, sometimes the student was incorrectly identified as having earned the CAA.

Change:

  1. Determination of whether a student has earned a Certificate of Academic Achievement (CAA) is based on a combination of educational milestones and TWASL test scores.

  2. The report is now available only in Web Access and is not available in WESPaC.  If the option is selected in WESPaC, a message is displayed that includes the menu path for the report in Web Access.

Reason:

  1. Determination of whether a student has earned a CAA was based on either educational milestones or TWASL scores, but not a combination of both.  Now, for example, if a student has a level score of 3 or 4 on TWASL Reading and Writing, and has a Math educational milestone with a date, the student will be identified on the report as having earned a CAA.

  2. Because the changes for item 1 were only made for the Web Access version of report, the PaC version of the report is now obsolete.

Implementation Notes:

The student selection ranges have been expanded to include Default Entities or Selected Default Entities which allows the report to be generated for students who are active in the entity but whose default entity is not equal to the entity running the report.

 

The sort option, Family, has been renamed, Primary Guardian Name, to reflect the actual sort and a sort option of Primary Guardian Key has been added.

Change:

In the Reading or Writing columns of the report, a status of WAIVED will be printed if, on the student’s educational milestone record, the Waived check box is checked or the Comment field contains "waive" or "wave" (not case sensitive) in the first characters.

Reason:

The Waived check box has been added to the Student Educational Milestones screen (Web only).

The report logic will now look at all educational milestone records for an educational milestone type in order to determine whether the milestone has a completion date.

Reason:

The report logic was looking for only the first educational milestone record for an educational milestone type and this sometimes resulted in erroneous information being printed on the report.

Change:

Added columns for the Reading Standard and the Writing Standard.  Changed the sequence of the columns so it is the same as the sequence of data in the Additional State Requirements section of the standardized transcript.

 

Status for the Reading Standard and Writing Standard columns can be "Met" or "Not Met" or "Waived."

 

Status for the High School and Beyond Plan as well as for the Culminating Project columns can be "Met" or "Not Met."

 

Status for the Certificate of Academic Achievement and Certificate of Individual Achievement columns can be "Earned" or dashes ("---").

Reason:

Changes are made in conjunction with modifications to the Additional State Requirements section of the standardized transcript.

Change:

Added a new report called "Transcript Status for Additional State Requirements."  There are column headings for the requirements of CAA, CIA, High School and Beyond Plan, and Culminating Project.  For each student on the report, a status of "Met" or "Not Met" is printed in each column, as appropriate.

Reason:

 

School districts need a way to determine students’ status with regard to the state graduation requirements that are listed in the Additional State Requirements section of the standardized transcript.

Notes:

CAA\CIA:  OSPI has advised that if a student has earned both a CAA and CIA only a CAA line should be printed on the standardized transcript, with status = MET.  Because this report uses the transcript logic, in such cases a status of MET is printed only in the CAA column.  As a result, students who have earned both certificates are not identified on the report.

 

Selection and Default Entity:  Students are not selected for the report if their default entity is not the same as the entity from which the report is being run.
