Best Practice WESPaC Salary Negotiations Reporting Strategies

The Mix Factor Report is a tool that allows district personnel offices to do the following:

  • Ensure employees are appropriately placed on the salary schedule.

  • Determine whether salaries are appropriately allocated above, below, or at the same funding levels allowed by Washington State.

The Mix Factor Report process selects and reports data for certificated base contract assignments in specific duty and program codes:

Report Type

The report is available in detail and summary versions, or you may choose both versions. All reports show salary, FTE, and mix by program groupings. Reports can be generated from one or more Employee Management or Salary Negotiations plans. The mix values on the reports are calculated using the LEAP factors from the selected Factor Table (LEAP Document 1).

Salary Compliance

Individual salary compliance to the state schedule is determined and reported. An employee’s total certificated base salary for all programs is compared to a calculation for State salary placement multiplied by the employee’s total FTE. If the calculation is not equal to the employee’s total salary, a compliance warning is displayed. The report can display only those employees with compliance warnings.

Certificated base contract assignment salaries for individual employees are considered in compliance if the salary is a maximum of $1.00 more or $1.00 less than the amount allowed by state standards.

Mix Factor Table (LEAP Document 1) [Example Mix Factor table]

The Mix Factor Table has rows and columns of numbers used to quantify education and experience levels of certificated staff. As education and experience increases, the factor is larger, and state funding is more. The mix factor for an individual employee may be determined from the Mix Factor Table by finding the row for total Years of Service (both in-state and out-of-state experience) and the column for Degrees and Credits.

Salary matrices have been created on the Salary Matrixes screen to store the mix factors as if they are salary amounts. The Mix Factor Report process divides the values in the salary matrix by 10,000 to derive the mix factor table. These salary matrices are read only, so no changes are allowed.

The district’s base salary (derived base) is multiplied by each value in the derived mix factor table to create the salary schedule.
