1 Overview

RCW 28A.225, Compulsory School Attendance and Admission, explains the responsibilities that schools have when students fail to regularly attend school. Under chapter 28A.225.151, individual schools must report to district superintendents who shall compile the data for all the schools in the district and prepare an annual school district report for each school year and submit the report to the superintendent of public instruction. Reports must count the number of enrolled students, unexcused absences, and juvenile court petitions filed on behalf of students with unexcused absences, where attempts to correct attendance problems have been unsuccessful. Reports must also include details on special programs for students with attendance problems and the number of students they serve, in addition to the actions of community truancy boards.  

 

Each year, under the same law, OSPI is required to select ten school districts that must complete a more detailed report, including the actions they have taken with students who have serious attendance problems. OSPI may also require this report from districts that fail to keep accurate records. As with the other reports, individual schools must report to their district superintendents who shall compile the data for all the schools in the district and prepare an annual school district report for each school year and submit the report to the superintendent of public instruction. The term "unexcused absence" means that a student has failed to attend the majority of hours or periods in an average school day or has failed to meet the school district’s more restrictive attendance policies for unexcused absences and excused absences.
