Monthly Special Education Enrollment (P-223H)

9 Selection Criteria

Summary and Detail reports include all students who qualify for Special Education services. For students to appear on the Summary and Detail reports, they must meet all of the criteria in steps 1-6. Students who do not meet criteria 1, or do not have an IEP, are ignored.

1. Students must be active Special Education students.

2. 1. The Exit Date must be blank  (SE-STUDENT.SPEC-ED-DISMISSAL-DATE = blank)

-- OR --

1. 2. The Exit Date is greater than or equal to the Effective Date and Exit Code is not equal to ’r;DNQ’. (SE-STUDENT.SPEC-ED-DISMISSAL-DATE ≥ Effective Date and SE-STUDENT.EXIT-REASON-ID <> ’r;DNQ’)

*** Students who do not meet criteria 2-3 will appear on the Status Exception Report ***

2. Students must have a qualifying Entry/Withdrawal record in Basic Education:

3. 1. The student's entry date must be prior to, or on the Effective Date. (STUDENT-EW.EW-DATE Effective Date)

-- AND --

2. 2. The student's withdrawal date must be blank or greater than or equal to the Effective Date. (STUDENT-EW.WITHDRAWAL-DATE = blank or Effective Date)

-- AND --

2. 3. The qualifying entry/withdrawal must be for the Default Entity.  (STUDENT-ENTITY.X-DEFAULT-ENTITY = ’r;Yes’, if STUDENT-EW.WITHDRAWAL-DATE = blank, otherwise  STUDENT-EW.WITHDRAWAL-DEFAULT-ENTITY = ’r;Yes’)

3. The student’s age as of August 31st of the current year must be less than 21. (Name.Birthdate - (Entity.School-Year minus the year of the birth date). If the month of the birth date is greater than 8 of the reporting year, then subtract 1)

*** Students who do not meet criteria 4 will appear on the IEP Exception Report or on the Potential Data Discrepancy Report if the IEP Begin Date > Effective Date ***

4. The student must have a "qualifying" Individualized Education Program (IEP):

5. 1. The IEP Work in Progress flag must not be checked. (SE-IEP.IEP-WIP = "No")

-- AND --

1. 2. The IEP Begin Date must be on, or prior to, the Effective Date. (SE-IEP.IEP-BEG-DATE Effective Date)

-- AND --

1. 3. The IEP End Date must be on, or after, the Effective Date. (SE-IEP.IEP-END-DATE Effective Date)

*** Students who do not meet criteria 5-6 will appear on the Exception Report ***

5. The student must have a "qualifying" Evaluation:

1. The Evaluation ID must match the qualifying IEP

-- AND --

2. The Evaluation Work in Progress flag must not be checked. (SE-STU-EVAL.EVAL-WIP = "No")

-- AND --

1. 3. The Evaluation Completion Date must be on, or prior to, the Effective Date. (SE-STU-EVAL.ASSMT-COMPL-DUE-DATE Effective Date)

-- AND --

1. 4. The Evaluation Completion Date cannot be blank. (SE-STU-EVAL.ASSMT-COMPL-DUE-DATE blank)

-- AND --

5. The [Next Evaluation Date minus one day] must be on or after the Effective Date. (SE-STU-EVAL.NEXT-EVAL-DATE Effective Date)

-- AND --

6. The [Next Evaluation Date minus one day] must not be greater than three years from the Effective Date. (SE-STU-EVAL.NEXT-EVAL-DATE Effective Date + 3 years)

6. The student must have a valid state defined disability category:

1. The student must have a state-defined disability category of 01-14. (Special-Service.State-Reporting-Code of SE-Stu-Eval-Handicap.Special-Service-ID must = 01 through 14)

-- AND --

1. 2. The student must have one of their disability categories identified as a primary disability. (SE-STU-EVAL-HANDICAP.PRIMARY-HANDICAP-X = "Yes")
