Criteria 1 through 4 must be met for a student to be included in Suspension/Expulsion reporting:

  1. The student was 21 years of age or less on December 1 of the reporting period. School Year (ENTITY.SCHOOL-YEAR minus 1) minus the year of the birth date (NAME.BIRTHDATE). If the month and day is after December 1, subtract one.

  2. The student has qualifying discipline action records for the reporting period:

  1. The student should have a suspension type of "Out of School", "In School", "Expulsion", or "IAES (Interim Alternative Educational Setting) (DIS-ACTION.DIS-ACTION-SUSP-TYPE = "O", "I", "E", or "U").

  2. The time recorded for these actions is "Days" (STUDENT-DIS-ACTION.DIS-ACTION-FLAG = "D").

  3. The action time is greater than 0 (STUDENT-DIS-ACTION.DIS-ACTION-TIME > 0).

  4. STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD is greater than or equal to the Report Beginning Date.

  5. STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD is less than or equal to the Report Ending Date.

  1. The student must have an active enrollment during the disciplinary action period for both Special Ed and Non-Special Ed in the same entity where the action was served:

  1. STUDENT-EW.EW-DATE STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD.

  2. STUDENT-EW.WITHDRAWAL-DATE =  blank or STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD.

  3. STUDENT-EW. ENTITY-ID = STUDENT-DIS-ACTION.ENTITY-ID.

  1. Determine if the student is a Special Ed or Non-Special Ed student during the reporting period:

  1. The student was active in Special Education during the reporting period (SE-STUDENT.SPEC-ED-DISMISSAL-DATE = blank or Report Begin Date).

  2. The student’s IEP is not a work in process (SE-IEP.IEP-WIP = false).

  3. The student had one or more effective IEPs during the reporting period (SE-IEP.IEP-BEG-DATE Report Ending Date or SE-IEP.IEP-END-DATE Report Beginning Date).

If the above conditions (4a-4c) are true, the student is a Special Ed student and continue with criteria #5.

If the above conditions (4a-4c) are not true and the suspension type = "E", the student will be reported in section "E" as Non-Special Ed.

  1. If  a student is in Special Education, the following must be true:

  1. The student has a valid primary disability (SE-STU-EVAL-HANDICAP.PRIMARY-HANDICAP-X = "Yes" and SPECIAL-SERVICE.STATE-REPORTING-CODE = "01" through "14").

  2. The student has a valid Ethnic Category. NAME.RACE-CODE = one of the following: "I", "A", "B", "H", "W", "P", "M", "X". The student appears on the Exception Report if a valid Ethnic Category is not identified.

  3. The student discipline action records must be within the IEP Date range (STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD SE-IEP.IEP-BEG-DATE and STUDENT-DIS-ACTION.DIS-ACT-DATE-ORD SE-IEP.IEP-END-DATE).

 If 5c is not true and the suspension type = "E", the student will be reported in section "E" as Non-Special Ed.
