11 Headcount for Bilingual Program

If the Bilingual Counts and Report option is selected on the P-223 Parameters screen, the system determines whether a student should be counted in the Bilingual Program headcount.  If a student is in the headcount, the student is also listed on the Bilingual Program report.

 

A student is not included in the Bilingual Program headcount or on the Bilingual Program report if the student’s percent enrolled for the entity is zero (student-entity.percent-enrolled = 0).

 

If a student is in a bilingual program in multiple entities, the student is added to the Bilingual Program headcount for each entity and listed on the Bilingual Program report for each entity.  

 

A student is identified as being in a bilingual program on either the NCLB-2 screen (Limited English Proficiency option) or the WA/NCLB screen (Student Programs option).

 

NCLB-2 &endash; Limited English Proficiency

 

Whether the student is identified as in a bilingual program is based, first, on the Limited English Proficiency section of the NCLB-2 screen.  The student is in a bilingual program if there is a Limited English Proficiency record with Receiving Services = Y, and a start date less than or equal to the system date, and an end date that is blank or greater than or equal to the system date.  If these criteria are met the student is counted within the entity.

 

That is, student-classifications.sc-record-type = walep, and

student-classifications.sc-log-6 = Y, and

student-classifications.sc-str-date LE system date, and

student-classifications.sc-end-date = blank or is GE system date, and

student-ew.entity = student-classifications.entity-ID.

 

WA/NCLB &endash; Student Programs

 

If there is no bilingual data based on the Limited English Proficiency section of the NCLB-2 screen, whether the student is identified as in a bilingual program is then based on the Student Programs option on the WA/NCLB screen.  The student is in a bilingual program if there is a special programs record with Special Program Funding Source of BLE, and a start date less than or equal to the system date, and an end date blank or greater than or equal to the system date.  If these criteria are met the student is counted within the entity.

 

That is, wa-stu-programs.funding-src-id EQ BLE, and

wa-stu-programs.start-date LE system date, and

wa-stu-programs.end-date = blank or is GE system date, and

student-ew.entity = student-classifications.entity-ID.

 

Summary Report

 

Individual student headcount values are added for appropriate Summary reports in the section for Bilingual Program Headcount.
