3 FTE Calculation – Overview

FTE is always calculated for the grade level section of the P-223 Summary form.  FTE is also calculated optionally for Vocational 7th and 8th Grade Programs, for Vocational 9th-12th Grade Programs and for the Skills Center Program, depending on the selections made on the Parameters screen.

 

The FTE calculation uses the Percent Enrolled field on the student’s most recent entry/withdrawal record (student-ew.percent-enrolled).  That percent is converted to a decimal.  Other fields may also be used, as well as FTE criteria defined by OSPI.

 

A variety of terms are used to reference FTE:

 

  1. Percent Enrolled refers to the value in a specific field on a student’s most recent entry/withdrawal record for an entity; that field is student-ew.percent-enrolled.

  2. Calculated FTE refers to the value determined by the P-223 process when

Reported FTE (RFTE) refers to the value reported for a student on a P-223 Summary report in the section for FTE by grade level.  To determine the reported FTE various rules are applied for comparing (1) a student’s percent enrolled value and (2) the student’s calculated FTE value and (3) OSPI requirements.  The reported FTE is rounded in accordance with the OSPI Enrollment Reporting Handbook:  "Rounding of student FTE should follow the general rule: a decimal ending in 5 or more is rounded up; a decimal ending in 4 or less is rounded down.  Per WAC 392-121-022, FTE is rounded to the nearest two decimal places."

  4. Vocational 7th and 8th Grade FTE refers specifically to the value reported for a student on a P-223 Summary report in the section for that FTE data.

  5. Vocational 9th-12th Grade FTE refers specifically to the value reported for a student on a P-223 Summary report in the section for that FTE data.

  6. Skills Center FTE refers specifically to the value reported for a student on a P-223 Summary report in the section for that FTE data.
